In a crime-ridden near-future Detroit, a private corporation develops a heavily armed cyborg police officer to restore order. As the new enforcer patrols the city, lingering memories and a trail of corruption draw him toward the criminals and powerful interests behind his transformation.

My take

You’ll like this if you enjoy violent, darkly funny science-fiction action with social commentary, especially The Terminator or They Live; Not for you if graphic gore and exaggerated villains are deal-breakers.
